Position Title : Monitoring, Evaluation, and Learning Director

Location : Gurgaon, Haryana

Duration of Position : One year or co-terminus with the project, whichever is earlier.

Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

This position is contingent upon donor funding. PHFI is seeking applications in response to The United States Agency for International Development call for proposal to fund a program to rapidly demonstrate and assess efficient and effective models of HIV/AIDS services for key populations (KPs), their partners, spouses and children. This program will assist the Government of India (GOI) in accelerating epidemic control to achieve an AIDS-free generation in India consistent with the National Strategic Plan (NSP) for HIV/AIDS and STI-2017- 2024. To support the GOI’s goal of an AIDS-free generation, this activity will rapidly demonstrate and assess new models to increase accessibility, availability, and demand of high quality, comprehensive HIV prevention, care and treatment services; while strengthening systems and the enabling environment for KPs, especially hard-to-reach KPs, their partners, spouses and children to have equitable access to HIV/AIDS and social services. To ensure scale-up of these models by the GOI, a robust learning agenda will be integrated throughout all aspects of the activity. The project is expected to start in January 2019.

If selected by PHFI, the candidate will be requested to provide us a Non-exclusive Letter of Commitment for serving in the USAID supported PHFI project. The position will be based out of Gurugram/Delhi.

Deliverables:

  • Define the MEL system for capturing the project progress and learning on the different innovative models and other activities
  • Develop the detailed M&E frame works, data collection methods and reporting formats and flow charts to be used by project and partner staff located in different parts of the country
  • Innovate system/ approach to strengthen data collection and analysis for monitoring the progress HIV care cascade
  • Define detailed assessment frameworks for each model to determine programmatic effectiveness, cost effectiveness and scalability
  • Ensure collection of PEPFAR and other programmatic indicators
  • Define and implement data quality system
  • Supervise project MEL staff
  • Train MEL and other related staff in collection, analysis and reporting of high quality data.
  • Lead design and conduct of project assessment and evaluations e.g. model assessments, baseline, midline and endline evaluations.
  • Plan and provide technical assistance to government and other stakeholders in scale-up of the innovations.
  • Draft MEL reports on a monthly, quarterly and annual basis; and as and when required.
  • Prepare data based documents/ presentations for dissemination of project learning.
  • Any other job as requested by the Chief of Party

Qualification:

Essential
  • Master’s in statistics or related field.

Experience:

  • Minimum of 8 years of experience in monitoring and evaluating large health projects particularly HIV/AIDS.
  • Experience of developing and implementing MEL systems
  • Experience of developing and implementing data quality systems.
  • Experience of designin.

Annual Salary (CTC) will be based on the available skills and fitment of the incumbent as per the selection process.
