Position Title : Monitoring, Learning & Evaluation Specialist

Location : Lucknow

Duration of Position : One year or co-terminus with the project, whichever is earlier.

Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.  PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

The Public Health Foundation of India is leading an initiative, that aims to develop and scale up evidence-based interventions to achieve the goal of improving RMNCHN health behaviors through demand based platforms of women groups in the state of Uttar Pradesh, India. The project seeks to layer health programs on women’s platforms promoted by NGOs and micro-finance institutions created around micro-finance to increase knowledge, enhance skills and promote improved behaviour and practices for safer pregnancies, new-born care & child health reducing mortality outcomes in mother and children.

India accounts for 19% of all global maternal deaths and nearly 20% of the world’s child deaths. About 40 percent of India’s maternal and neonatal deaths occur in just two states: Uttar Pradesh (U.P) and Bihar. Both U.P & Bihar are one of India’s most populous states, and its health and development indicators point to a reinforcing cycle of poverty and poor health. The Global strategy for women’s, children’s and adolescents’ health (2016–2030) calls for action towards three objectives for health: survive (end preventable deaths), thrive (ensure health and well-being) and transform (expand enabling environments). The project is an ambitious attempt to address the challenge of scale in helping people to survive-thrive-transform through an alternative demand generation platform so that women and children can realize their rights to the highest attainable standards of health and well-being. The project would work with established women groups promoted by micro-finance institutions to realize the health goals.

Deliverables:

    This is a unique opportunity to lead the MLE component of a large program in Uttar Pradesh & Bihar. The Monitoring & Evaluation Specialist will lead the program’s overall M&E agenda, and will be responsible for overseeing the development and implementation of the strategic M&E framework in the program as well as for providing technical oversight, management, analysis and support for multiple MLE activities in the project. The selected candidate would liaise with research agencies, implementation partners and with donor agency to drive the program MLE agenda. There will be ample opportunities for cross-learning from other projects. The person will be part of a team of seasoned public health professionals working to deliver the project objective:
  • Provide strategic direction and lead design and evaluation of research studies, surveys and MIS initiatives in the project.
  • Design & implement ICT enabled project MIS in coordination with implementation partners for assessing project activities and progress.
  • Conceptualize, design and coordinate periodic evaluation, operational research and qualitative surveys.
  • Provide oversight and support in the development of continuous feedback on project implementation.
  • Organise & co-ordinate Monitoring and Evaluation meetings with key partners and donor agencies to share project findings.
  • Liase with project management team & implementation partners to prepare grant progress reports.
  • Translate research and survey findings into project briefs and publishable papers.
  • Work in close collaboration with other team members and coordinate with key experts at PHFI, partners and donor agency to ensure that the research and design incorporate the latest knowledge of research methodologies, MIS and relevant project.
  • Coordinate regular tracking of programme delivery patterns and production of programme delivery reports.
  • Support & strengthen project’s health MIS system.
  • Any other strategic, technical support to and responsibilities as discussed with the Project Principal Investigator, Project Director & Deputy Director .

Qualification:

Essential
  • Master’s in Demography/ Statistics/Bio-Statistics/ Health Economics/ or Equivalent field.
Desirable
  • PhD in Demography/ Statistics/Bio-Statistics/ Health Economics/ or Equivalent field.
  • Strong analytical skills and technical expertise in using Stata or SPSS
  • Excellent facilitation and writing skills and to prepare publishable documents
  • Drive for Results - Take personal ownership and accountability to meet deadlines and achieve agreed-upon results, and has the personal organization to do so.
  • Teamwork and inclusion - Collaborate with other team members and contributes productively to the team's work and output, demonstrating respect for different points of view.

Experience:

Essential
  • Around 8 years plus experience preferably in designing & implementing monitoring and evaluation of large social sector programs at state or national level.
  • Research experience in experimental and quasi-experimental methods and proven experience in the development of evaluation frameworks and guidelines
  • Experience in leading research teams
  • Strong analytical, quantitative and qualitative research skills
  • Experience in health sector preferred
  • Experience in leading M&E function in an organisation
  • Technical experience in designing research methodologies • International MLE specialists are welcome to apply
  • Publication in peer reviewed journals.

Annual Salary (CTC) will commensurate with the available skills and fitment of the incumbent as per the selection process.
