Position Title : Monitoring & Evaluation Officer/Associate (2 Positions)

Location : Lucknow, Uttar Pradesh & Gandhinagar, Gujarat

Duration of Position : One year or co-terminus with the project, whichever is earlier.

Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.  PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

The Public Health Foundation of India is leading an initiative, that aims to develop and scale up evidence-based interventions to achieve the goal of improving RMNCHN health behaviors through demand based platforms of women groups in the state of Uttar Pradesh, India. The project seeks to layer health programs on women’s platforms promoted by NGOs and micro-finance institutions created around micro-finance to increase knowledge, enhance skills and promote improved behaviour and practices for safer pregnancies, new-born care & child health reducing mortality outcomes in mother and children.

India accounts for 19% of all global maternal deaths and nearly 20% of the world’s child deaths. About 40 percent of India’s maternal and neonatal deaths occur in just two states: Uttar Pradesh (U.P) and Bihar. Both U.P & Bihar are one of India’s most populous states, and its health and development indicators point to a reinforcing cycle of poverty and poor health. The Global strategy for women’s, children’s and adolescents’ health (2016–2030) calls for action towards three objectives for health: survive (end preventable deaths), thrive (ensure health and well-being) and transform (expand enabling environments). The project is an ambitious attempt to address the challenge of scale in helping people to survive-thrive-transform through an alternative demand generation platform so that women and children can realize their rights to the highest attainable standards of health and well-being. The project would work with established women groups promoted by micro-finance institutions to realize the health goals.


  • The person will be supporting the development and implementation of the strategic M&E framework in the program as well as for providing technical oversight, management, analysis and support for multiple MLE activities in the project.
  • The selected candidate would also have opportunity to liaise with research agencies, implementation partner and with donor agency to drive the program MLE agenda.
  • There will be ample opportunities for cross-learning from other projects. The person will be part of a team of seasoned public health professionals working to deliver the project objective.
  • Coordinate, supervise and guide periodic research and surveys to assess project progress.
  • Undertake analysis of MLE data and present findings in presentations, briefs ,reports etc. to strengthen program implementation.
  • Explore and apply statistical and analytical techniques to provide programamtic insight using data trends.
  • Develop monthly reports and presentations for project management team.
  • Manage data through spreadsheets, templates, and databases.
  • Support the capacity of partner NGO in implementation of project MIS by conducting trainings and providing necessay support across project blocks.
  • Hold regular meetings with project team & implementation partners to discuss health MIS and survey results.
  • Maintain & update project dashboard from different data sources to communicate project results within and outside project .
  • Translate project findings into project briefs and publisable articles.
  • Any other responsibilities related to project.


  • Masters in demography/ statistics/biostatistics/allied fields.
  • Ph D in demography/ statistics/biostatistics/allied fields.


  • At least two years of experience in coordinating and managing field work and data collection for surveys or any relevant experience.
  • Advanced skills in handling large survey data sets and analysis of data with minimal supervision and ability to transform findings into programmatic inputs.
  • Experience of running project MIS for decision making.
  • Experience in undertaking large complex survey data analysis including linear and logistic regression.
  • Understanding of statistical concepts and sampling methodologies.
  • Experience in data management.
  • Advanced proficiency in SPSS or STATA and good in statistical proficiency .
  • Strong writing skills along with the ability to synthesize infomration in presentations .
  • Excellent knowledge on MS Office package, specially MS Excel .
  • Strong management and inter personal skills and ability to meet deadlines .
  • Ability to travel within the project area as and when required.

Annual Salary (CTC) will commensurate with the available skills and fitment of the incumbent as per the selection process.
