Position Title : Officer- Finance

Location : Shillong (Meghalaya)

Duration of Position : Initially 9 months or co-terminus with the project, whichever is earlier.

Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

"Impact assessment of the SALT (Stimulate, Appreciate, Learn, and Transfer) approach of community engagement to increase immunisation coverage through ownership - a mixed methods study in Assam, India"

The proposed intervention is based on the premise that communities think and act for themselves, and that communities have the capacity to change themselves SALT employs facilitated conversations to elicit community strengths, increase self-awareness and stimulate self-confidence and action. The 3 years program will be implemented in three districts in rural Assam India. We intend to evaluate the impact of the proposed intervention on coverage related outcomes around three key measures- full immunization coverage (FIC) in children 12-23 months old, coverage for different doses of DPT (diphtheria-pertussis-tetanus) vaccine and dropout between the first and third dose in 6-23 month old children. Moreover, we will assess the effect of the intervention on other vaccination-related outcomes - age-appropriate vaccination, coverage among tribal populations and groups living in remote locations, inequities in coverage by gender and birth order, in enhancing awareness about service provision, and promoting utilization of preventive services. We will also monitor indicators along the causal chain - knowledge, attitudes, and practices of the mothers/caregivers. We will adopt a village-level randomized controlled trial (RCT) design to evaluate the impact of the community-led intervention on vaccination coverage related indicators.

Deliverables:

  • Responsible for Financial & Grant accounting, records and payments.
  • Process accounts and claims of Sub-grantees/project consortium partners in ERP.
  • Work closely with senior finance team on monthly closure of accounts including payroll allocation and reconciliation, financial reports for submission to Management, Granting Agencies.
  • Preparation of Project Fixed Assets Register incl. calculation of WDV and depreciation.
  • Liaison with project related employees, Banks, vendors, external agencies like statutory auditors, internal auditors, funding agencies for details, submissions and reconciliations.
  • Accounts reconciliations on advances, vendors, funding agencies.
  • Travel on need based basis to project sites for periodic financial monitoring.
  • Report functionally to Sr. Finance Manager.
  • Report administratively to Project Director/Project In-charge for project related matters.
  • Work closely with project team for project related financial/commercial matters.
  • Assist the Senior Finance team at headquarters in financial & grant accounting, records and payments.
  • Assist on statutory compliances with regard to FCRA, TDS & related returns.
  • Preparation of monthly bank reconciliation statement.
  • Lisioning with Admin, HR, IT or Inventory management or any other as may be required.
  • Coordinate with the field team in preparing budgets and assist them in settlement of bills as and when required.
  • Preparation of monthly financial statements of IIPH Shillong.
  • Prepare the financial report for the evaluation report of the donor agency.
  • Any other task given by Project PI and Senior Finance Team.

Qualification:

Essential
  • Applicant must be a Graduate with Diploma/Masters.
  • Professional qualification in Finance will be an advantage.
  • Proficiency in relevant computer applications particularly Excel, word, power point etc.
Desirable
  • Previous accounting experience in ERP environment will be an added advantage.

Experience:

Desirable
  • Candidates with 3-4 years of relevant work experience, previous work experience in NGOs will be an added advantage.

Annual Salary (CTC) will be based on the available skills and fitment of the incumbent as per the selection process.
