Position Title : Consultant (Network Coordinator)

Location : Thane, Maharashtra

Duration of Position : 2 months or co-terminus with the project, whichever is earlier.

Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.  PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:

The United States Agency for International Development (USAID)/India awarded a five-year cooperative agreement to Public Health Foundation of India (PHFI), to implement ‘the HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project.’ PIPPSE project aims to strengthen the institutional and human capacity at national and state level to respond to the HIV/AIDS epidemic effectively. Its key strategies include providing targeted technical assistance (TA), building evidence and testing multiple innovations that will strengthen systems to improve the quality of planning, implementation, monitoring and evaluation of prevention and prevention to care continuum programs. PIPPSE contributes to India’s national strategy of saturating the coverage of high risk groups with high quality prevention services to reduce HIV prevalence among these at risk groups across pan India in general and six of its focus states in particular, namely, Goa, Gujarat, Kerala, Maharashtra, Rajasthan and Tamil Nadu. In Thane and Palghar districts of Maharashtra, PIPPSE project implements an innovative District Network Model, in collaboration with the National AIDS Control, Organisation, Maharashtra State AIDS Control Organisation, Thane District AIDS Prevention and Control Unit and seven Municipal Corporations in Thane and Palghar districts.


  • Support Team Leader – Thane in advocacy meetings and follow-up with Municipal Commissioner, MOH & other authorities for implementing DNM
  • Support Team Leader – Thane for increased engagement of the private sector (Health and industries) DHS, DHO, District Administration (District Collector and CEO), Police Commissioner and other authorities for mainstreaming of HIV intervention in the district
  • Facilitate coordinated delivery of all services at the public health facilities with bridge and general population in rural and tribal areas
  • Establish DICs that are co-located at the public health facility through advocacy with hospitals, Municipal Corporation level & district authorities for space allocation and link HRGs and Bridge population in rural and tribal area
  • Facilitate organization of joint health camps of TI & LWS NGO with UHP, Primary Health Centres and Rural Hospital
  • Follow-up on linkages of all ANCs for HIV testing at the rural and tribal health facilities.
  • Ensure optimum use of communication aid in the field and provide feedback on the requirements in the field for the success of the DNM in close collaboration with DAPCU
  • Support DAPCU in strengthening the reporting from public health facilities
  • In coordination with the DAPCU and Team Leader Thane, conduct stakeholder analysis
  • Leverage NHM and integrated tribal development plan
  • Mobilise and/ or strengthen local resources for DNM rollout
  • Conduct monthly corporation & Taluka level joint meetings for reporting and building synergy for referral and linkages with other programs like RCH and TB
  • Closely monitor loss to linkages of the general population in Urban, Rural and Tribal areas through close coordination with TIs, ICTCs, ART centres, UHP etc.
  • Supervise the work of health coordinators
  • Support the rollout of different innovation in the corporation area like bio-metrics, assessments, MSDS roll out etc.
  • Support DAPCU in organising DAPCC meetings
  • To document all corporation level meetings and analyse them; compile reports of program events
  • Reporting DNM indicators at the District level
  • Any other responsibility as assigned by the Team Leader-Thane
  • Preparing Reports, collating meeting minutes etc.


  • Essential Bachelors or Masters in Social Science, Humanities, MBA, MBBS


  • With 5-8 years of experience in networking, coordination with Government agencies and private sector. Skills in communication, meeting senior government official. Able to articulate in English and Marathi and good report writing skills are essential. Experience in Health and/or HIV is an added advantage.

Consultancy Fee will be based on the available skills and fitment of the incumbent as per the selection process.
