Dr. Saraf completed his medical education, i.e. MBBS and MD (Preventive and Social Medicine) from Government Medical College, Nagpur. He has also acquired postgraduate qualifications in Public Health Management from Indian Institute of Health Management Research, Jaipur.
Dr. Saraf has received awards from various agencies and the Government for outstanding work in the field of training, operational research, IEC, service delivery and program management. He was also the lead architect for the bronze medal nominated best website for National Awards for e-Governance 2008-09. His areas of expertise are Capacity Building, Maternal and Child Health, Surveillance and Project Management.
Dr. Saraf is currently leading the Training Division at PHFI. The training division is undertaking short term training programs on critical public health issues, collaborations with States Training Institutes for capacity building initiatives, developing expertise in conducting monitoring and evaluation of training programs and providing consultancy services to other agencies. It also strives to promote the concepts of Continuing Medical Education and e- learning among health practitioners.
The division is competent in delivering state of the art customized programs with efficient and effective training management capability; provide need-based and client-based content with interactive teaching methods and field-based experiential learning and also have more than 100 internationally and nationally trained in-house experts, working on research and academic projects with national and international partners. It has a diversity of Diversity of training topics and programs and ensures quality assurance in all training programs.
Training Division has been particularly instrumental in wide scale conduction of on-site and off-site trainings for variety of public health personnel for a broad spectrum of public health including areas under National Rural Health Mission, National Health Programs and other areas with funding from Central Government, several State Governments and international and bilateral agencies.
The Certificate Course in Evidence Based Diabetes Management is implemented at 100 centers in 57 cities across 18 states of the country. The primary aim of this uniquely designed executive training program for primary health care physicians is to apprise them with latest developments in the field of Diabetes management and to deal with it more efficiently. This distinctive program currently has an enrollment of over 1200 practicing physicians with MBBS and MD qualifications with clinical experience.
Dr. Saraf has functioned as a core trainer for National Immunization and other Health Programs and also led planning and implementing the UNFPA Family Welfare Area Project; which proved to be a role model. Apart from this, he was involved in planning, implementation, monitoring & evaluation of specialized UNFPA projects in the areas of “Decentralized Planning and Implementation, MIS and IEC” which acted as a benchmark for health planning.
Later he joined WHO India Polio team and worked extensively in Assam, Maharashtra, Gujarat, Bihar, Uttar Pradesh and participated in effective planning, management, implementation, monitoring and evaluation of surveillance, supplemental immunization activities and routine immunization. He has also worked with UNICEF in Polio and Health Sector in Uttar Pradesh providing technical assistance on child health issues with special focus on immunization and led the UNICEF team for successful introduction of new JE vaccine in India and implementation of largest ever injectable Japanese Encephalitis immunization campaign covering around 7 million children in eastern Uttar Pradesh within a span of one month.
In addition to this, on behalf of UNICEF India, he has rendered the medical relief and planned, activated and monitored the post disaster surveillance operations for Mumbai Floods 2005, Kashmir Earthquake 2005, Bihar Floods 2007 and 2008.
